Soltau died in 1875 - a long time before WWI (the "great war"). He can't have been the author of this tract.

The Bolsheviks (pg. 15) were a bit after Soltau's time as well! I would suggest this is by H. W. Selby, a Taylor brother from Great Britain (probably London). There are two letters to him in Volume 1 of James Taylor's letters (pg. 102, 1911 and pg. 114, 1914). The initials H.W.S. are also found in JT's ministry e.g. New Series Vol. 29 in a reading in London on Mark 13 in 1928. This tract probably dates from the 1920s.

Well picked up Greg, it's not Henry W. Soltau. He always denoted his name as "H.W. Soltau" or "Henry William Soltau," never H.W.S. as far as I know.

Now back to "The Four Judgements" of yesterday's comments. Henry W. Soltau also wrote on the "Four Judgments" in his "Four Addresses." His little structure is, (1) the Deluge; (2) the Cross; (3) the Revelation of the Lord Jesus Christ; (4) the Great White Throne. He seems to be taking in the whole world of mankind.
