I believe the author is Thomas Weldon Trench.
See “The Evangelist” Feb. 1865:
At The Believer’s Meeting in Dublin in 1865.
“Mr. T. W. Trench spoke of the errors he found, even among many believers, regarding what God has revealed in His Word about judgment.
He shewed first from John v. 24, that the believer was delivered from condemnation and judgment as to salvation, and that because his sins had been judged in Christ on the Cross, and that condemnation had fallen upon Christ there instead of us.
Secondly, that all believers would have to appear at the judgment seat of Christ; but that would not be a judgment as to salvation, but as to reward for our service. (2 Cor. v. 10.)
Thirdly, that Christ would judge the living nations when He comes in His glory, and that we shall then be with Him. He referred to the parable of the sheep and the goats (Matt. xxv. 31-46) in proof of Christ thus judging the living nations and showed that there was no idea there of resurrection.
Fourthly, that Christ will judge all the dead at the great white throne, small and great, and that whosoever was not found written in the book of life, will be cast into the lake of fire.”

J.C.T. (I presume James C. Trench) compiled "The Four Judgments in Tabular Form" found under Books and Pamphlets.
An article by A.E. Booth is attached to T.W.T's "Four Judgments" (above) and A.E.B also wrote "One Judgment or Four: Which?"
So J.C.T (1848-1936) learned something from T.W.T. (1833-1872), and A.E.B (1860-1953) learned from J.C.T. about the four judgements? Well, just a thought.

Of course there are other judgements mentioned in Scripture; whether Satan’s rebellion, the entrance of sin into the world, the flood, Pharaoh, Israel—all which manifest something of God’s ways in judgement. And the professing Church, before and at the coming of Christ?—“For the time is come that judgment must begin at the house of God: and if it first begin at us, what shall the end be of them that obey not the gospel of God?” (1Pet 4:17).

Interesting that AH Burton has two tracts--one, The Three Judgments; another, The Four Judgments. If I remember rightly, Leslie Grant in "Major Judgements" had the number up to eight. More recently, Bruce Anstey has it up to twelve.
